Position Description
The person in this position provides engineering expertise and management oversight for the development and construction of quality transportation projects including preparation of project budgets and schedules. The position is responsible for personnel matters, workload management, monitoring consultant service contracts and establishing optimum engineering practices to serve the clients project delivery efforts.
Major duties include:
Plan, prepare, analyze, document, and manage construction contracts.
Ability to forecast and track fiscal budget and cash flow for total workforce, facilities, vehicles, equipment, and other resources necessary to deliver the assigned transportation construction projects.
Assign, schedule, direct, supervise, review, and accept the work on behalf of client.
Manage and schedule the work for construction staff on the basis of established Program Procedure Manual and Program Execution Plan as approved by the client as well as AASHTO, FHWA and other governing agencies' construction administration, engineering, environmental, inspection, surveying methods, standards, and policies.
Supervise the preparation of monthly contractor progress payment estimates for
work performed each month and review estimate with contractors.
Direct and assist staff in reviewing and analyzing contractor project schedules, staging plans, traffic control plans, and other required submittals to ensure they meet contract requirements and restrictions.
Meet with contractors regularly to plan and coordinate work, resolve issues of work areas, scheduling concerns, sequence operations, and other contract labor
compliance and administrative manners.
Ensure that safety of personnel and the traveling public is paramount in all work activities.
Administer contracts in accordance with contract plans and specifications.
Recognize and act promptly on potential changes or additional work to the contract, conflicts or ambiguities in the plans and specifications, and changes in field conditions.
Negotiate, analyze, resolve, settle, deny, and/or make recommendations regarding contractor conflicts and claims, considering contract plans, specifications, and estimates; conditions, costs, and time.
Conduct field visits to examine construction site conditions and issues.
Coordinate project work to be done in conjunction with other agencies or contracts.
Participate actively as a member of the Clients construction team for project delivery.
Person in this position is subject occasional exposure to heavy traffic or adverse weather conditions.
There are constant interruptions to work routine and must be able to think clearly and act quickly under these conditions.

Licensed P.E.
preferred
10 years of proven progressive experience.
Certified in IDOT Documentation, Concrete and Asphalt preferred.
Familiarity with scheduling programs.
IDOT and Tollway construction experience required.
Chicago DOT and METRA construction experience desirable.
Must successfully pass drug-screening procedures prior to being hired; thereafter subject to random and cause drug and alcohol testing.
