Position Description
In December of 2008, HDR, a top 25 ENR ranked firm for Power with over 170 office locations and Devine Tarbell & Associates, Inc. (DTA), a leader in hydropower and water resources consulting services to the renewable energy industry, have joined together to create HDR / DTA. The combination of HDRs broad resources in the power industry and DTAs position as one of the top hydropower and pump storage firms, make HDR / DTA a significant provider of design and consulting services for the clients they serve.



The primary duties of the Senior Regulatory Specialist will be a variety of environmental regulatory compliance, permitting and licensing activities associated with the company's existing and future hydroelectric power projects across North America.

They will have project and/or task management responsibilities and will oversee a variety of dam safety, public safety, and regulatory and licensing activities specific to the hydroelectric industry. Will work with junior and middle level staff on a variety of hydroelectric related activities. Will be involved in the development of reports and plans related to the Federal Energy Regulatory Commission (FERC) compliance and licensing requirements for projects within the US. Will participate in public hearings and make recommendations related to evaluation of the project and of any outstanding issues.

Senior Regulatory Specialist, FERC Regulatory Compliance, Hydroelectric Bachelors or Masters degree in engineering or environmental sciences is required. 15+ years of FERC hydroelectric regulatory compliance, environmental licensing and permitting experience. Knowledge of and experience with dam safety, public safety, recreational and cultural resources management, fish passage and protection, and operational activities associated with hydroelectric facilities. Experience with FERC Emergency Action Plans, Probable Maximum Flood Analysis, Water Monitoring and Flow Plans, Instrumentation and Monitoring, and stakeholder consultation activities are a plus. Previous work experience in consulting engineering is a plus.
